The Philippine Chinese Education Research Center (PCERC) was founded on May 24, 1991. It is an institution engaged in the academic researches and administrative coordination of the Chinese language education in the country. It aims to develop the Chinese language education in the Chinese-Filipino community, and the Chinese language pedagogy in the mainstream society. Being a specialized civic organization, PCERC has established close relationship with the Philippine government agencies, such as the Department of Education (DepEd), the Commission on Higher Education (CHED), the Department of Foreign Affairs (DFA), and the Bureau of Immigration (BI).
Months after the PCERC started its operation, “Lao Huaren” initiated a campaign to raise funds for the center, other donors and generous people in the Chinese-Filipino community followed suit.
Since its founding, PCERC has done a lot of work to promote its causes. Its working departments, namely, Resource & Databank Department, Publishing Department, Teacher’s Training & Development Department, Exchange & Linkages Department, Testing & Evaluation Department, etc., ensure that the organization carries out its functions efficiently.
On April 20, 1992, the Philippine Chinese Teachers Association, a nationwide Chinese language teachers’ organization, was formally established as its affiliate. It concerns itself with the task of providing assistance to the Chinese Language teachers. It also serves as the liaison between and among the Chinese language teachers in the country. Starting October 2003, four regional associations on Chinese language education were formally established: The Metro Manila Chinese Education Research Center, the Luzon Chinese Education Research Center, the Visayas Chinese Education Research Center, and the Mindanao Chinese Education Research Center. All these organizations are affiliates of the PCERC. They have a total of 113 member schools all over the country. Together with the PCERC, the four organizations are working to promote the teaching of Chinese as a second language, and eventually to uplift the quality of Chinese language teaching in the country.
The PCERC has its base in the Philippines. It looks forward to the whole world, establishing linkages and carrying out all sorts of exchanges activities with the concerned institutions and people in 33 countries and regions all over the five continents. It maintains very close ties with several Chinese governmental institutions, such as the Ministry of Education, the Ministry of Culture, the Office of Chinese Language Council International, the Overseas Chinese Council Affairs Office of the State Council of the PROC, and the different local International educational institutions, colleges, high schools, elementary, schools and kindergartens. On December 2002, the PCERC opened an office at Beijing handling all the related transactions in China.
